I imagine that your view is based on records that have associated block excluded email records. If so, unblocking a record does not delete those excluded email records, and unfortunately there is nothing on your end that you can use to automatically see who is currently blocked vs who has previously been blocked. You could get more accurate results in your view by keeping track of which recipients we unblock for you, then deleting the excluded email records associated with their lead or contact record, or you could have a timeframe specified in your view, something like excluded email's created on date is on or after x, then when we unblock something for you, adjust the timeframe to begin on that day so it only shows records that come in after that.
