I would like to elaborate a bit and say that the publish button on the web content record is only necessary if you change content on the web content record itself after making your landing page (such as the landing page name or associated domain record). If you only make changes to the landing page content in the web content editor, you do not need to press the publish button afterward to have the changes take effect (if you have your landing page embedded on your website, you may need to clear your browser cache to see the updates, though).
