Marketing List import is only adding 9 of 16 addresses

I have followed the instructions and am using the ClickDimensions import template to import a marketing list.  There are 16 email addresses on the original list.  when I receive the Import confirmation email, it says 9 leads created Error 1.  Why can I not import all 16?  They are valid entries.
