Security role for CD administrators?

I understand that CD has three security roles:

1. ClickDimensions Core -- assigned to all CRM users
2. ClickDimensions User -- assigned to users who need to read CD records
3. ClickDimensions Service -- assigned to a system integration account

But what security role do I assign to the users in the marketing department who want to use ClickDimensions to create surveys? The CD User role doesn't provide privileges to create Survey Question or Survey Answer records. So there are some privileges missing from the CD User role but assigning CD Service role seems overkill.

Is it expected that I should create a custom security role such as "ClickDimensions Administrators" so that users in the marketing department can create surveys and whatever else is missing between the CD User and CD Service roles?
