Unfortunately, it is not possible to alter the format in which the data is displayed like this within CRM, but you can accomplish this with a little effort in Excel. First, sort the survey answer records you want to export by question, then export them to Excel. In Excel, select all of the data, cut it, the paste it back in using the transpose option. This will rearrange the data so that the questions are columns instead of rows. Next, select the row of answers for all of the columns with the survey question, cut them, then paste them back in using the transpose option again to convert them into a column. This will give you a column header for the survey question with all of the answers for that question below it.
